10. Contract award

1. Review, comparison and rejection of consultation response documents 

1.1 The Consultative Group will evaluate and compare only the consultation response documents that substantially respond to the requirements of the competitive consultation documents in accordance with the provisions of the competitive consultation documents.

1.2 According to the relevant laws and regulations and relevant consultation response documents, combined with the specific conditions of this project, formulate this consultation review method. And consultations are conducted in accordance with the principles of "fairness, justice, science, and choice of merit". Use a comprehensive scoring method for evaluation.

1.3 During the review process, the consultation group may request the consultation response supplier to provide a written explanation and provide relevant materials on the ambiguous content of the consultation response document in writing; where there is no definition or unclear definition in the competitive consultation document, Issues that are inconsistent before and after the consultation group members have different opinions and are difficult to reach consensus are all voted by the consultation group.
